43 : 89
فَٱصۡفَحۡ عَنۡهُمۡ وَقُلۡ سَلَٰمٞۚ فَسَوۡفَ يَعۡلَمُونَ
So turn away from them and say, “Peace.” They will come to know.

- Safety and security, i.e., “I will not harm you.” This was before granting permission to the Prophet (ﷺ) for armed struggle.
