ذَٰلِكَ أَن لَّمۡ يَكُن رَّبُّكَ مُهۡلِكَ ٱلۡقُرَىٰ بِظُلۡمٖ وَأَهۡلُهَا غَٰفِلُونَ

That is because your Lord would not destroy the cities for wrongdoing while their people were unaware.
